FCF Job Advertising Duration Restored to 14 Days

MOM has recently changed the Fair Consideration Framework (FCF) job advertising duration from 28 days to 14 days. This is so that organisations may quickly hire local workers in response to pressing business needs during a labour crunch.

In addition, MOM will set a new benchmark tied to top 10% Employment Pass holders granting an exemption from the FCF job advertising requirements, the upcoming Complementarity Assessment Framework (COMPASS), and the criterion for the Personalised Employment Pass.

Singapore’s ONE Pass: New HR Visa for Global Talent

MOM recently established a new special work visa, dubbed the Overseas Networks & Expertise Pass (ONE Pass), with the aim to attract more global talent across all sectors in Singapore.

To ensure that the ONE Pass won't be abused, the ministry will establish safeguards and vet all applications before approval. The ministry will also engage with the pass holders periodically on their professional activities and annual income.

Companies with Unsafe Work Conditions May Be Barred from Hiring New Foreign Workers

Following several serious and fatal workplace accidents, MOM warned that companies may be barred from hiring foreign workers for up to three months if there are unsafe work conditions or poor risk controls found within the construction sites and other workplaces.

The chief executives of these companies will also have to personally account for the lapses and take responsibility for rectifications. Starting from October 1, 2022, MOM said that it will introduce specific measures targeting the construction sector, which has been the top contributor to workplace fatalities this year.

Singapore Employees Laid off over Vax Mandate Return to Work

According to MOM, about 1,000 Singapore employees have regained their jobs after they were put on unpaid leave by their employers for being unvaccinated against COVID-19.

The Singaporean government eased its workforce vaccine mandate after 83.6% of companies hit 100% vaccination coverage for their workforce. Even then, the ministry told employers to encourage their unvaccinated employees to get the jabs as soon as possible.

Nine in 10 Employees Vow to Continue ‘Gig Jobs’ until Retirement

Based on a new report from Zety, there are currently around 59 million gig workers out there who are doing short-term contracts or freelance work over permanent jobs. The gig economy is widely known for workers looking for alternative sources of income away from the traditional means of working.

The report also found that independence, flexibility, and variety are the main reasons why many employees are attracted to the said labour market.

In a recent survey by Randstad Workmonitor in Singapore, 91% of employees hope to enrich their careers through learning and development, but only 22% said that they had such opportunities from their employers in the past 12 months.
